Finance Department


Starting at $49,610 - $60,549/year

Salary negotiable (within range) based on qualifications


The Finance Department is responsible for the books of original entry for the assets, liabilities, equities, revenues, and expenditures of the City of Troy.  Payroll, retiree payments, accounts payable, escrow deposits, fixed asset details, grant records, investment records, and accounts receivable are processed, recorded, and reported under the direction of the Controller.  All funds are monitored for accuracy and proper accounting methods, ensuring appropriate internal controls are in place.  The department is responsible for the production of an annual audited financial report and its expansion into the Comprehensive Annual Financial Report (CAFR).



  • Performs responsible accounting work to create and/or maintain accounting, financial, and statistical records for the financial operations and transactions of the city.
  • Exercises initiative and independent judgment in organizing, maintaining, and systematically reviewing financial transaction records.
  • Responsibilities may include assisting in the preparation of financial reports, preparing payroll data and insurance reports, and/or maintaining subsidiary ledgers for projects, fixed assets, deposits, accounts payable, and accounts receivable.
  • Work is reviewed through conferences, reports submitted, results obtained, and internal and external audits.
  • Performs other duties as assigned.



  • Bachelor Degree in Accounting or Finance from an accredited college or university.
  • Two (2) years recent responsible work experience in accounting.
  • May consider applicants with an equivalent combination of education and experience.
  • The ability to work in a fast-paced environment, meet deadlines, and handle a large volume of detailed work with extreme accuracy.
  • The ability to work independently and as part of a team. Must be flexible and able to adjust to rapidly changing priorities.  
  • Must have excellent communication skills.
  • Proficient in Microsoft Office, Excel, and Word
  • As a condition of employment, the successful candidate must pass a pre-employment physical.



  • Strongly prefer experience with Financial Software (i.e. New World Systems) and BS&A Equalizer Assessing; Tax and Utility Billing software.
  • Four (4) years recent responsible work experience in accounting.
  • Governmental accounting experience.
  • Experience with general ledger account review and reconciliation, experience reviewing and verifying accounts payable/accounts receivable transactions for accuracy, grant administration, payroll, and experience managing procurement card accounts.
