Deputy Building Inspector

Building Department


Starting at $64,400 - $85,000/year

Salary negotiable (within range) - based on qualifications

Under the direction of the Building Official, ensures the life safety of all persons in the City of Troy relating to the construction of all commercial and residential structures. Enforces compliance of current codes and conducts inspections to assure compliance with all City of Troy building code, city code and zoning ordinance. Represents and acts as a liaison for litigation related to the building code, city code and zoning ordinance.

DUTIES

  • Perform building inspections.
  • Supervise performance of inspectors including but not limited to quality control and schedules.
  • Attend to fire calls and follow up until repairs are complete.
  • Follow up with the Fire Department on all reported fire and building code violations.
  • Visit all sites & open enforcements for all current IBC and zoning violations that are related to the building code.
  • Perform all barrier-free site inspections as required by the Engineering Department and/or the Building Department.
    • Coordinate with the Engineering Department.
  • Follow up on all residential and commercial complaints as reported to City Works requested by residents.
  • Assist the Engineering Department on all enforcements, including but not limited to grade disputes, soil erosion disputes, water in the basement, sump pump and similar problems.
  • Assist the Planning Department on all enforcements, including but not limited to site disputes, barrier free, tents and similar problems.
  • Assist the Fire Department on all enforcements, including but not limited to fire violations, fire signage, illegal occupancy of the building, illegal use of buildings, illegal storage of hazardous materials per current International Fire Code, NFPA 1, NFPA 13 and NFPA 101, tents and similar problems.
  • Attend pre-construction meetings and Planning Department meetings.
  • Model excellent customer service skills, tact and professionalism when responding to inquiries. Often includes assisting at the front counter.
    • Follow up on general calls and emails for all complaints in less than 24 hours.
  • Work with the enforcement division as directed by the Building Official and/or the Community Development Director.
  • Assist on residential and commercial small-item plan reviews as requested. (Example: fences, sheds, porches, decks, supplementary structures, pools, gazebos, generators, garages, buildable area and other similar items).
  • Filing, searching and registration
    • Search and locate property owners and upload information to BS&A.
    • Correlate and search data on BS&A, OnBase, excel control sheets, share drives and other systems, as required/requested by the Building Official.
  • Follow up and take action on non-compliance enforcement from the Building Department.
  • Assist the City Attorney with subpoena orders as required by the courts and the City Attorney.
  • Answer real estate agents on property-related questions and confirmation of permit compliance.
  • Issue tickets to non-compliant residents/applicants and complete necessary follow-up with the Court system.
  • Mediate due process including, but not limited to, in-person or on-site meetings to resolve disputes.
  • Schedule and coordinate meetings with other departments for problem-solving and/or by due process.
  • Assist with Freedom of Information Act requests.
  • Assist the Building Official with staff training and with BCBA.
  • Perform as the Building Official in duty in the absence of an active Building Official.
  • Other duties as requested by the Building Official, the Community Development Director and/or the City Manager.

REQUIREMENTS

  • Seven (7) years in the Building Industry in any trade or category.
  • Three (3) years in a municipal or state building department environment.
  • Michigan Registered Code Official with the categories of Inspector, Plans Examiner, and Building Official
  • Must have at the time of application, and maintain, a valid Michigan driver license with a good driving record (based on City of Troy standards).
  • As a condition of employment, the successful candidate must pass a pre-employment physical and drug screen (including marijuana).

PREFERENCES

  • Bachelor Degree from an accredited four-year college or university.
  • Previous supervision experience
  • Current Registered Michigan Builder

Regularly Monday - Friday; 8:00AM - 4:30PM
